If you are not using a command to force Spine to redownload this version everytime, then the latest version of the laucher should not have this problem. Generally Spine won't redownload an update if it is already present in the updates folder. Please check this folder.
If there is no download there then maybe your antivirus or firewall is preventing Spine from writing there. If there is, and the problem persists, perhaps it is corrupted. Deleting the contents may help downloading a fresh version of it.
If you still encounter problems after trying this please post your Spine log.
